1) In Photoshop, select the ‘Rectangular Marquee Tool’ from the toolbar and draw a rectangular selection around the area that you want to cut out.
2) Select ‘Selection’ from the menu bar and click on ‘Inverse’

Step 1: Open the photo you want to cut out and duplicate it by pressing Ctrl+J.
Step 2: With the duplicated layer selected, go to Select > Modify > Expand. In the dialogue box, enter 3 pixels and click OK. This will expand your selection by 3 pixels on all sides.
Step 3: Make a new layer by going to Layer > New > Layer and name it “cutout”. Press Ctrl+Shift+I to invert your selection (select the area outside of your selection). Go to Select > Modify > Feather, enter 5 pixels and click OK. Go back to Layers and select “cutout”. Press Ctrl+X,
